VinFast (VFS) plans to bring electric buses to US fleets through NexMove Certified, with charging, maintenance and operations packaged into one agreement. For transit agencies, the offer promises fewer separate services to arrange, though the partners still need to establish a US manufacturing path that meets federal transit requirements.
The Vietnamese manufacturer announced the initial partnership at APTA 2026 TRANSform & EXPO in Chicago on October 6, 2026, targeting deliveries of US certified buses in the first quarter of 2028. NexMove combines Transportation Management Services with commercial charging provider Zeem Solutions. It intends to offer a service agreement targeting 97% uptime, a proposed commitment rather than a demonstrated result for this US fleet.
US assembly is only part of it
The manufacturing question matters for agencies using Federal Transit Administration funding. Under the agency’s Buy America rules, buses generally need US made components and subcomponents accounting for more than 70% of component costs, plus final assembly in the United States, unless an applicable waiver provides relief. That makes domestic sourcing part of the challenge, alongside finding an assembly site. The announcement names neither a bus production location nor a manufacturing schedule.
NexMove plans to put demonstration buses at Zeem charging depots for operators to evaluate before certified deliveries. Those early vehicles will lack US certification and are intended only for evaluation. VinFast hasn’t disclosed the US models, prices, range or charging speeds, leaving buyers without the details needed to compare the offer with alternatives.
Watch for the manufacturing plan and the terms behind the proposed uptime commitment next. VinFast’s release says NexMove intends to offer the agreement, but doesn’t explain how uptime would be measured, what exclusions would apply, what remedies customers would receive or which legal entity would carry contractual responsibility.
