Everyone is talking about the Model 3 today because Tesla just pulled its cheapest version off the Canadian order page. The reason it gives, a used-up import quota, doesn't quite match the government's own tracker. Here's the whole story in about three minutes.
What actually happened?
Tesla has stopped taking orders for the Model 3 Premium in Canada, both rear-wheel drive and all-wheel drive. A banner on its Canadian site says high demand exhausted Tesla's import quota, and that ordering resumes if Ottawa issues more, which Tesla expects in March 2027.
That leaves the Performance trim as the only Model 3 you can configure there.
Why was this Model 3 such a big deal?
Earlier this year, Canada slashed its tariff on Chinese-made EVs from 100% to 6.1%, inside an annual cap of 49,000 vehicles. Tesla then shifted Canadian Model 3 production from California to Shanghai.
Before that, the cheapest Model 3 a Canadian could order was a US-built Long Range AWD at C$79,990, hit by Canada's counter-tariff on American cars. Electrek compared the new starting price to a base Camry.
| Version | Starting price | Orderable now? |
|---|---|---|
| Model 3 Premium RWD | C$39,490 | No |
| Model 3 Premium AWD | C$49,990 | No |
| Model 3 Performance AWD | C$74,990 | Yes |
The C$39,490 price matches what Electrek and Drive Tesla Canada report, and Drive Tesla Canada also lists the Performance at C$74,990. The C$49,990 all-wheel-drive price still rests on KuCoin's report, which relayed IT Home, and we haven't confirmed it against Tesla's Canadian order page ourselves.
Why doesn't the quota story add up?
According to the government's tracker, updated October 9, only about a third of the 49,000 permits had been used. Most of the year's allowance is sitting there. One caveat: the weekly report counts vehicles that have entered Canada, not permits issued for shipments still on the way, so Tesla could hold more permits than the tracker suggests.
Electrek dug into the monthly customs data for cheap imports, the bracket this Model 3 would fall into. Arrivals were small in June, jumped in July and stayed healthy in August, then collapsed to a handful in September and nothing so far in October.
Global Affairs Canada's notice to importers, as summarized by the law firm Bennett Jones, says the quota is administered first come, first served, with no per-manufacturer limit. The department also says its monitoring "could include setting aside a portion of the available quota for the use of OEMs, including new entrants". The government's own consultation page confirms the first-come, first-served start. TeslaNorth and UA.NEWS, summarizing Electrek, describe the rules the same way. We read Bennett Jones' account rather than the notice itself. Electrek floats the holdback as a possible explanation, since BYD and Geely are still building dealer networks. That's a theory, not a confirmed reason. UA.NEWS, summarizing Electrek, offers another: Tesla's orders may already cover the permits it expects to receive through February.
What we haven't found is Tesla itself explaining the gap between its banner and the government's numbers. The reports we reviewed include no on-the-record answer from the company, so the contradiction stays open.
What is still unknown?
Quite a lot. Tesla hasn't said how big its slice is, and Ottawa hasn't published a split by automaker. The government hasn't announced a special arrangement for Tesla or any manufacturer-specific allocation. We also don't know whether undelivered Premium orders are affected, or whether the Performance trim could hit the same wall.
What happens next?
Quota years run March to February, so a fresh batch should arrive in March 2027. Tesla calls that restart "expected," not promised, and ties it to Ottawa issuing more quota. Watch for any government word on how permits are shared out.
Separately, Tesla also extended its Powershare home backup feature to the US Model 3 and Model Y, which only the Cybertruck had before.
If you were eyeing a C$39,490 Model 3, would you wait until spring or look elsewhere?
The WattsUpNext take: Tesla's cheapest Model 3 in Canada is on hold, and the stated reason, a spent import quota, conflicts with public data. Until Ottawa or Tesla explains, treat March 2027 as a hope.
